refactor(transaction): 重构分账逻辑

- 移除了不必要的账户信息获取方法
- 优化了分账规则的获取和校验逻辑
- 重构了分账计算逻辑,支持按不同手续费承担方式进行分账
- 新增了分账结果异步回调通知地址配置
